Fun lake toy, but what’s with the circles?

Fun blow-up to have on our Wisconsin lake. One problem: we got a bunch of grommet-like plastic circles but there is no information for what to do with them.

It works like you would expect

It works like you would expect, but this is the 3rd time I've had to replace the tether in the same number of years. On a windy day, if the mat goes airborne, the tether snaps.
